NATO's Benedetta Berti spoke to Crisis Response Council to explain the key dynamics of security sector reform, the challenges presented by different groups of militias and the mismatch between state centred models of security assistance and realities on the ground. She explained that for millions of people armed groups are governance providers and the notion that the state is or should be the sole provider of security is a fiction.
